Overview: Rep. Farooq Mughal co-sponsored Legislation Signed by Governor Kemp (2023-2024)



Dacula, GA - Representative Farooq Mughal had a remarkably successful first term with 8 co-sponsored bills signed by the Governor. These bills address key issues such as economic growth, criminal justice reform, healthcare, veterans, public safety, and local tax relief.


In his first year, Representative Mughal had five of his co-sponsored bills signed by the

Governor. The first was one of the Governor’s signature bills: HB 128. This bill helps minority,

women and veteran owned businesses to compete for state and local government contracts by creating a new contractor status. HB 383, the Safer Hospital Act, helps protect our healthcare workers through creating a campus style police force. HB 414 creates a mental health grant for veterans and their families through the Department of Behavioral Health.


HB 711 and 748 provide the first property tax cut in Gwinnett County in 35 years. HB 711 doubles the homestead exemption from $4,000 to $8,000. HB 748 adds an additional $2,000 for public employees such as law enforcement and teachers. Both bills passed on the primary ballot.


This year, Representative Mughal had three of his bills signed by the Governor. HB 926, the

Second Chance Workforce Act provides an opportunity for meaningful employment to formerly incarcerated people with misdemeanor offenses by expunging their records. HB 982, which was also one of the Governor’s signature bills, helps fill our critical workforce shortages through the State Workforce Development Board. By creating a list of our most in demand jobs, we can inform high school students via the Georgia Match program about upcoming job opportunities.


Finally, HB 1033 protects our utility workers from unwarranted attacks.
